In a large pot, combine beef broth, beef bouillon, star anise, and cinnamon stick. Bring to a simmer.

Simmer for 15-20 minutes to infuse flavors. Remove star anise and cinnamon stick.

Stir in fish sauce and sugar. Season with salt and black pepper to taste.

While broth simmers, cook rice noodles according to package directions. Drain and rinse.

Thinly slice the cooked beef.

Chop cilantro and green onions.
