Soak the dried beans overnight in plenty of water. Drain and rinse.

In a large pot or Dutch oven, combine the soaked beans with fresh water to cover by about 2 inches. Bring to a boil, then reduce heat and simmer for 1-1.5 hours, or until beans are tender but not mushy. Drain and set aside.

While beans are cooking, chop the onion, carrots, and bell pepper into bite-sized pieces. Mince the garlic.

Heat the vegetable oil in a large skillet over medium heat. Add the chopped onion and sauté until softened, about 5-7 minutes.

Add the carrots and bell pepper to the skillet and cook for another 5-7 minutes until slightly tender.

Stir in the minced garlic and cook for 1 minute until fragrant.

Add the tomato paste, dried mint, dried savory, and paprika to the skillet. Stir well and cook for 1-2 minutes.

Transfer the sautéed vegetables and spice mixture to a clay pot or a Dutch oven. Add the cooked beans.

Add enough water to cover the beans and vegetables. Season with salt and black pepper.

Cover the pot and bake in a preheated oven at 180°C (350°F) for 1-1.5 hours, or until the flavors have melded and the stew has thickened. Alternatively, simmer on the stovetop over low heat.

Adjust seasoning if necessary. Serve hot, directly from the pot if desired.
