Rinse Basmati rice and drain.

Prepare the spice paste: grind shallots, garlic, ginger, turmeric, coriander seeds, cumin seeds, candlenuts, and chili peppers into a fine paste. Bruise lemongrass and galangal.

In a pot, heat 2 tbsp vegetable oil. Sauté the spice paste, bruised lemongrass, and galangal until fragrant and oil separates.

Add chicken drumsticks to the pot and stir to coat with the spice paste. Add tamarind paste, palm sugar, salt, and pepper. Cook for 5 minutes.

Add coconut milk and pandan leaves. Bring to a simmer, then cover and cook on low heat for 20-25 minutes, or until chicken is tender and sauce has thickened.

Remove chicken from the sauce. Grill or broil the chicken until nicely charred and caramelized.

Meanwhile, cook the rice: In a separate pot, combine rinsed rice, 1.5 cups water, and the remaining 1 tbsp vegetable oil. Add pandan leaves. Cook until rice is done.
