In a heatproof bowl, combine the crushed red pepper flakes, minced garlic, and toasted sesame seeds.

Heat the neutral oil in a small saucepan over medium heat until it shimmers but does not smoke. About 300-325°F (150-160°C).

Carefully pour the hot oil over the chili flake mixture. It will sizzle.

Stir in the salt and sugar. Mix well.

Let the mixture cool completely. The chili flakes will continue to crisp up as it cools.
