Preheat oven to 350°F (175°C). Grease and flour a 9-inch springform pan.

For the streusel topping: In a medium bowl, combine 1 1/2 cups flour, 3/4 cup granulated sugar, 1 teaspoon cinnamon, and 1/4 teaspoon salt. Cut in 1/2 cup softened butter until crumbly.

For the cake: In a large bowl, whisk together the remaining 1 1/2 cups flour, the remaining 3/4 cup granulated sugar, baking powder, and 1 teaspoon cinnamon.

In a separate bowl, cream the remaining 1/2 cup softened butter until fluffy. Beat in eggs one at a time, then stir in milk and vanilla extract.

Add the wet ingredients to the dry ingredients and mix until just combined.

Spread half of the batter into the prepared pan. Layer the diced apples evenly over the batter. Sprinkle with the remaining streusel topping.

Bake for 50-60 minutes, or until the streusel is golden brown and a wooden skewer inserted into the cake portion comes out clean.
