Preheat oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

For the brownie layer: In a medium bowl, whisk together melted butter and granulated sugar. Beat in eggs one at a time, then stir in vanilla extract. In a separate bowl, whisk together flour, cocoa powder, and salt. Gradually add the dry ingredients to the wet ingredients until just combined. Spread evenly into the prepared baking pan.

For the cookie layer: In a large bowl, cream together melted butter, brown sugar, and granulated sugar until smooth. Beat in eggs one at a time, then stir in vanilla extract. In a separate bowl, whisk together flour, baking soda, and salt. Gradually add the dry ingredients to the wet ingredients until just combined. Stir in chocolate chips.
