    In a saucepan, combine 1 cup of water, honey, and lavender buds. Heat gently, stirring until honey is dissolved. Simmer for 5 minutes, then remove from heat and let steep for 10 minutes. Strain to remove lavender buds.

    In a pitcher, combine the strained lavender-honey syrup, fresh lemon juice, and the remaining 3 cups of cold water. Stir well.
