In a pot, combine beef brisket, beef broth, star anise, cinnamon stick, garlic (smashed), ginger (sliced), soy sauce, dark soy sauce, brown sugar, salt, and pepper. Bring to a boil, then reduce heat and simmer for 2.5 to 3 hours, or until the brisket is fork-tender.

Remove the brisket from the pot. Let it cool slightly, then slice thinly. Strain the broth.
