- Green onions, choppedfor garnish

In a pot, combine chicken pieces, soy sauce, vinegar, crushed garlic, whole peppercorns, and bay leaves. Marinate for at least 30 minutes.

Add water to the pot. Bring to a boil, then reduce heat and simmer, covered, for about 45-60 minutes, or until chicken is tender.

Season with salt and black pepper to taste. If the sauce is too thin, simmer uncovered for a few more minutes to reduce.
