    Cut beef into large chunks. Season with salt and black pepper.

    Heat vegetable oil in a pot or Dutch oven. Sear the beef chunks until browned on all sides. Remove beef and set aside.

    Finely chop onions, garlic, and ginger. Sauté in the same pot until fragrant.

    Add star anise, cinnamon stick, cardamom pods, and cloves. Toast for 1 minute until fragrant.

    Return the beef to the pot. Add beef broth, soy sauce, dark soy sauce, oyster sauce, and sugar. Bring to a boil.

    Reduce heat, cover, and simmer for 1.5 to 2 hours, or until the beef is very tender. Add water if needed to keep the beef submerged.

    Once beef is tender, remove it from the pot. Shred or slice the beef. Strain the braising liquid and reserve.

    In a rice cooker or pot, combine the rinsed rice with 2 cups of the reserved braising liquid (or enough to cook the rice according to package instructions). Add a pinch of salt if needed.

    Cook the rice until done. Fluff with a fork.

    Serve the fragrant rice topped with the braised beef. Garnish with cilantro and fried shallots.
