Prepare the beef: Slice the beef thinly against the grain. Marinate with 1 tbsp oyster sauce, 1 tbsp soy sauce, 1 tsp fish sauce, 1 tsp sugar, 1/2 tsp cornstarch, salt, and pepper. Set aside.

Prepare the sauce: In a small bowl, whisk together 2 tbsp oyster sauce, 1 tbsp soy sauce, 2 tbsp fish sauce, 1 tsp sugar, 1 tbsp cornstarch, and 1/4 cup water. Set aside.

Fry the noodles: Heat vegetable oil in a wok or deep pot to 350°F (175°C). Carefully add fresh rice noodles in batches, ensuring not to overcrowd the pot. Fry until they puff up and turn golden brown and crispy, about 2-3 minutes per batch. Remove with a slotted spoon and drain on paper towels.

Stir-fry the beef: Heat 1 tbsp vegetable oil in a clean wok over high heat. Add marinated beef and stir-fry until browned. Remove beef from the wok and set aside.

Stir-fry the vegetables: Add another 1 tbsp vegetable oil to the wok. Add minced garlic and ginger and stir-fry until fragrant, about 30 seconds. Add broccoli, carrots, and bell pepper. Stir-fry for 2-3 minutes until vegetables are tender-crisp.

Combine and sauce: Return the beef to the wok with the vegetables. Give the prepared sauce a quick stir and pour it over the beef and vegetables. Cook, stirring constantly, until the sauce thickens and coats everything evenly.

Serve: Arrange the crispy fried rice noodles on a serving platter. Spoon the beef and vegetable stir-fry over the noodles. Garnish with fresh cilantro and sliced red chilies.
