Make the choux pastry: Bring water, butter, and salt to a boil in a saucepan. Remove from heat and stir in flour until a ball forms. Return to low heat and cook, stirring, for 1-2 minutes. Transfer to a bowl and let cool slightly. Beat in eggs one at a time until smooth. Pipe or spoon mounds onto a baking sheet. Bake at 200°C (400°F) for 20-25 minutes until golden and puffed. Cool completely.

Make the vanilla cream: Whisk sugar, cornstarch, and milk in a saucepan. Cook over medium heat, stirring, until thickened. Remove from heat, stir in vanilla extract. Cover surface and chill completely.

Assemble the puffs: Slice cooled choux puffs in half horizontally. Fill generously with the chilled vanilla cream. Dust with powdered sugar if desired.
