Cut the beef into 2-3 cm cubes. Season generously with salt and pepper.

Chop the onion and mince the garlic.

Peel and dice the carrots.

In a large pot or Dutch oven, heat the vegetable oil over medium-high heat. Brown the beef cubes on all sides. Remove beef and set aside.

Add the chopped onion to the pot and sauté until softened, about 5-7 minutes.

Add the minced garlic and cook for another minute until fragrant.

Stir in the flour and cook for 1-2 minutes, stirring constantly, to form a roux.

Add the tomato paste and stir well.

Gradually pour in the beef broth, whisking to avoid lumps. Bring to a simmer.

Return the browned beef to the pot. Add the diced carrots and the bay leaf.

Bring the stew to a boil, then reduce heat to low, cover, and simmer for 1.5 to 2 hours, or until the beef is very tender.

Add the frozen peas during the last 15 minutes of cooking. Stir and cook until peas are tender.

Remove the bay leaf. Season with additional salt and pepper to taste.
