    Cut beef into 2-3 cm cubes. Season generously with salt and pepper.

    Peel and chop potatoes and carrots into bite-sized pieces. Chop onion and mince garlic.

    Heat vegetable oil in a large pot or Dutch oven over medium-high heat. Brown the beef cubes on all sides. Remove beef and set aside.

    Add chopped onion to the pot and sauté until softened, about 5 minutes.

    Stir in minced garlic and tomato paste, cook for 1 minute until fragrant.

    Return the beef to the pot. Add red wine and scrape up any browned bits from the bottom.

    Pour in beef broth, add sweet paprika, dried savory, and bay leaf. Bring to a simmer.

    Cover the pot, reduce heat to low, and simmer for 1.5 hours, or until beef is tender.

    Add the chopped potatoes and carrots to the pot. Ensure they are submerged in the liquid. Add more broth or water if needed.

    Continue to simmer, covered, for another 30-45 minutes, or until vegetables are tender.

    Remove the bay leaf. Taste and adjust seasoning with salt and pepper.
