Rinse the fine bulgur wheat under cold water and drain well. Place in a medium bowl.

Pour 1.5 cups of boiling water over the bulgur, cover, and let stand for 15-20 minutes, or until the water is absorbed and the bulgur is tender. Fluff with a fork.

In a large bowl, combine the fluffed bulgur with chopped parsley, mint, diced tomatoes, diced cucumber, and sliced green onions.
