Preheat oven to 350°F (175°C). Lightly grease an 8x8 inch baking pan.

For the syrup: Combine 1 cup sugar, 0.5 cup water, and lemon zest in a saucepan. Boil for 5 minutes. Set aside to cool.

In a bowl, whisk together eggs and the remaining 0.5 cup sugar until combined.

Stir in milk.

In another bowl, mix semolina flour, all-purpose flour, baking powder, and salt.
