Preheat oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

For the syrup: Combine 1.5 cups sugar, 1 cup water, and orange zest in a saucepan. Boil for 10 minutes. Remove from heat and stir in orange blossom water. Let cool.

In a large bowl, whisk together eggs and the remaining 0.5 cup sugar until pale and fluffy.

Beat in milk and orange zest.

In a separate bowl, whisk together semolina flour, all-purpose flour, baking powder, and salt.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Pour the batter into the prepared baking pan and spread evenly.

Bake for 30-40 minutes, or until a toothpick inserted into the center comes out clean.

While the cake is still hot, pour the cooled orange blossom syrup evenly over the top.
