Finely mince lemongrass (white part), garlic, and chilies. Finely shred the lime leaves.

In a bowl, combine minced lemongrass, garlic, chilies, shredded lime leaves, fish sauce, sugar, lime juice, vegetable oil, salt, pepper, and water. Mix thoroughly.

Add chicken pieces to the marinade, ensuring they are well coated. Marinate for at least 1 hour, or up to 4 hours in the refrigerator.

Preheat grill to medium-high heat. Grill chicken for 20-25 minutes, turning frequently, until cooked through and nicely charred.
