Prepare the chicken: Cut chicken thighs into bite-sized pieces. Marinate with fish sauce, sugar, salt, and black pepper.

Prepare aromatics: Bruise and finely chop the lemongrass stalks. Thinly slice the kaffir lime leaves. Mince shallots and garlic.

Combine marinade: In a bowl, mix the chopped lemongrass, sliced kaffir lime leaves, minced shallots, and garlic with the marinated chicken. Add 2 tbsp of water.

Steam the chicken: Place the marinated chicken in a heatproof dish. Steam over medium-high heat for 25-30 minutes, or until the chicken is cooked through and tender.

Rest and serve: Let the chicken rest for a few minutes. Garnish with fresh cilantro before serving.
