    Prepare the broth base: Simmer pork bones and pork ribs in water for 1.5 hours. Skim impurities. Add soaked dried shrimp (reserve soaking liquid), star anise, and rock sugar. Simmer for another hour. Strain broth, reserving pork ribs and soaking liquid.

    Make the sa tế: Sauté minced garlic and shallots in oil. Add chili flakes, annatto seeds, and cook until fragrant.

    Enhance the broth: Add the sa tế base and the reserved dried shrimp soaking liquid to the strained broth. Season with fish sauce, salt, and pepper. Keep warm.

    Prepare the pork ribs: Remove meat from bones if desired, or serve ribs whole. Lightly braise ribs in some broth with seasoning.

    Cook the noodles: Blanch the rice noodles in boiling water until softened. Drain well.

    Assemble the bowls: Divide noodles among 4 bowls. Top with pork ribs (or meat) and a few whole dried shrimp. Garnish with chopped chives and cilantro.
