Heat vegetable oil in a pan over medium-high heat. Pan-fry the mackerel fillets until golden brown on both sides. Remove from pan and set aside.

Finely chop the onion and garlic. Dice the tomatoes.

In the same pan, sauté the onion and garlic until fragrant.

Add the diced tomatoes and cook until softened and broken down, forming a sauce. You can add a splash of water if it becomes too dry.

Stir in fish sauce and sugar. Season with salt and pepper to taste.

Return the fried mackerel fillets to the pan, nestling them into the sauce. Simmer for 5-7 minutes, allowing the fish to absorb the flavors.
