Roast garlic: Toss whole garlic cloves with olive oil and roast at 400°F (200°C) until soft and golden, about 15-20 minutes. Mash into a paste.

Cook shrimp: Boil shrimp as per classic recipe instructions (2-3 minutes). Drain and shock in ice water.

Prepare cocktail sauce: In a bowl, combine ketchup, horseradish, lemon juice, mashed roasted garlic, and chili flakes. Stir well. Season with salt and pepper.

Chill shrimp: Drain cooled shrimp and refrigerate for at least 30 minutes.
