Finely mince garlic. Chop fresh mint.

In a bowl, combine ground lamb, minced garlic, chopped mint, red chili flakes, salt, and black pepper. Mix thoroughly.

Cover and refrigerate for at least 1 hour.

Soak wooden skewers in water for at least 30 minutes.

Shape the meat mixture onto skewers into long, cylindrical shapes.

Preheat grill to medium-high heat. Grill the skewers for 8-10 minutes, turning regularly, until cooked through and slightly charred.

While the ćevapi are grilling, prepare the dip: In a small bowl, mix plain yogurt, lemon juice, and a pinch of salt.
