Soak dried shrimp in warm water for 10 minutes, then drain and roughly chop.

Finely chop the scallions.

In a bowl, whisk together rice flour, tapioca starch, egg, chopped scallions, salt, and pepper. Add water to create a thin batter.

Heat a lightly oiled non-stick pan over medium heat. Pour a thin layer of batter. Cook for 1 minute.

Top the cooked side with a small amount of shredded jicama and dried shrimp. Fold the crepe in half.
