- Small anchovies (cá cơm)300g
- Garlic4 cloves
- Shallots2 shallots
- Sugar3 tbsp
- Fish sauce2 tbsp
- Water2 tbsp
- Vegetable oil3 tbsp
- Cilantro (for garnish)small bunch
- Saltto taste
- Black pepperto taste

Clean and pat dry the anchovies.

Finely mince garlic and shallots.

In a small saucepan, melt 3 tbsp sugar over medium heat until it turns into a dark amber caramel. Be careful not to burn it. Immediately add 2 tbsp water and stir carefully to combine (it will bubble vigorously). Remove from heat and stir in 2 tbsp fish sauce. Set aside.

Heat 3 tbsp vegetable oil in a wok or large skillet over medium-high heat. Fry the anchovies until golden brown and crispy. Remove anchovies and set aside, leaving the oil.

Add minced garlic and shallots to the wok. Sauté until fragrant, about 1 minute.

Return the fried anchovies to the wok.

Pour the caramel-fish sauce mixture over the anchovies. Stir-fry over medium heat until the sauce thickens and coats the anchovies, about 2-3 minutes.

Season with salt and black pepper if needed.

Transfer to a serving dish and garnish with fresh cilantro sprigs.
