- Garlic, minced1 tsp
- Fish sauce1.5 tbsp
- Sugar1/2 tsp
- Black pepper1/4 tsp
- Vegetable oil1 tbsp
- Salt1/4 tsp
- Water2 tbsp

In a bowl, combine ground beef, chopped betel leaves, minced shallots, garlic, fish sauce, sugar, salt, and black pepper. Mix well.

Heat vegetable oil in a large skillet over medium-high heat.

Add the beef mixture to the skillet, breaking it up with a spoon. Cook, stirring occasionally, until the beef is browned and cooked through, about 8-10 minutes.
