- Garlic, minced1 tbsp
- Lemongrass, finely minced3 tbsp
- Red chili, finely minced (optional)1 tsp
- Fish sauce2 tbsp
- Sugar1 tsp
- Black pepper1/2 tsp
- Vegetable oil1 tbsp
- Salt1/2 tsp
- Water1/4 cup

In a bowl, combine ground beef, minced shallots, garlic, lemongrass, optional chili, fish sauce, sugar, salt, and black pepper. Mix thoroughly.

Prepare the betel leaves by washing and drying them. Remove stems if preferred.
