In a bowl, combine ground pork, chopped shrimp, minced shallots, minced garlic, fish sauce, sugar, black pepper, salt, and water. Mix well until thoroughly combined.

Carefully separate the pork caul fat into manageable pieces. Rinse and pat dry.

Place a portion of the pork mixture onto a piece of caul fat. Fold the caul fat to enclose the mixture, forming a neat parcel. Repeat with the remaining mixture and caul fat.

Arrange the parcels in a steamer basket, ensuring they do not touch each other.

Steam over medium-high heat for 15-20 minutes, or until the pork is cooked through and the caul fat is rendered and slightly golden.
