Rinse the basmati rice thoroughly under cold water until the water runs clear. Drain well.

In a heavy-bottomed pot, combine the milk and drained rice. Bring to a gentle simmer over medium heat, stirring occasionally.

Reduce the heat to low and continue to simmer, stirring frequently to prevent sticking, for about 25-30 minutes, or until the rice is tender and the mixture has thickened.

Add the sugar, crushed cardamom pods, and saffron threads (if using). Stir until the sugar is dissolved.

Cook for another 5-10 minutes, stirring, until the kheer reaches your desired consistency.

Remove from heat. Stir in most of the slivered almonds and chopped pistachios, reserving some for garnish.

Pour the kheer into serving bowls. Garnish with the remaining nuts.
