Preheat your oven to 400°F (200°C). Toss the frozen potatoes with 1 tbsp of cooking oil, salt, and pepper on a baking sheet. Roast for 25-30 minutes, or until tender and golden.

While potatoes roast, pat the sirloin steaks dry and season generously with salt and black pepper.

Heat 1 tbsp of cooking oil in a large frying pan over medium-high heat. Sear the steaks for 3-5 minutes per side for medium-rare, adjusting for desired doneness. Remove steaks and let rest.

Once the potatoes are tender, carefully remove them from the oven. Using a fork or the bottom of a glass, gently smash each potato until slightly flattened and crispy edges form.

Add the remaining 1 tbsp of cooking oil and the minced garlic to the same frying pan used for the steaks (wipe out any excess char if necessary) over medium heat. Add the frozen peppers and onions and sauté until tender, about 8-10 minutes. Season with salt and pepper.
