    Clean and descale the sea bass. Make a few shallow slits on both sides of the fish.

    Thinly slice half of the ginger and garlic. Julienne the other half of the ginger. Cut scallions into 2-inch lengths, separating white parts from green parts. Thinly slice the red chili.

    Stuff the cavity of the fish with some ginger slices, garlic cloves, and scallion whites. Place the fish on a steaming plate.

    Steam the fish over high heat for 8-10 minutes, or until cooked through. The flesh should be opaque and flake easily.

    While the fish is steaming, mix light soy sauce and sesame oil in a small bowl.

    Once the fish is cooked, carefully discard the steaming liquid. Arrange the julienned ginger, sliced garlic, scallion greens, and chili slices over the fish.

    Heat the cooking oil in a wok or small pan until smoking hot. Carefully drizzle the hot oil over the ginger, garlic, and scallions on the fish.

    Pour the soy sauce mixture evenly over the fish.
