Grind the red chilies, bird's eye chilies, shallots, and garlic into a coarse paste using a mortar and pestle or a food processor. Add the shrimp paste and grind briefly.

Heat vegetable oil in a wok or pan over medium heat. Add the ground chili paste and stir-fry, stirring constantly, until the paste darkens slightly and becomes fragrant, about 10-15 minutes. This is the 'gesek' process.

Add salt and sugar. Continue to stir-fry for another 5 minutes until the oil separates and the sambal is well-cooked and slightly caramelized.
