- Fish sauce3 tbsp
- Sugar1 tsp
- Black pepper1/2 tsp
- Salt1/2 tsp
- Cooking oil1 tbsp
- Water or chicken broth2 tbsp
- Scallions, chopped (for garnish)1 stalk
