Prepare the filling: Combine ground pork, chopped shrimp, chopped glass noodles, shredded taro, shredded jicama, chopped onion, and eggs. Season with fish sauce, sugar, black pepper, and salt. Mix well.

Prepare the net batter: Whisk rice flour with water until smooth. The consistency should be thin, like crepe batter.

To form the rolls, place a portion of filling onto a small plate. Drizzle the rice flour batter over the filling in a criss-cross pattern to create a 'net'.

Carefully shape the filling into a roll within the net.

Heat vegetable oil in a deep pot or wok over medium-high heat to about 350°F (175°C).

Gently fry the net rolls until the batter is crispy and golden brown, about 6-8 minutes. Drain on paper towels.
