- Small anchovies (cá cơm)400g
- Fish sauce3 tbsp
- Sugar1.5 tbsp
- Black pepper (ground)2 tsp
- Garlic powder1 tsp
- Vegetable oil1 tbsp
- Water3 tbsp
- Green chili1, finely chopped (for garnish)

Clean and rinse the anchovies. Pat dry.

In a small bowl, whisk together fish sauce, sugar, water, and garlic powder.

Heat vegetable oil in a non-stick pan over medium-high heat. Add the anchovies and stir-fry for 2 minutes until lightly golden.

Pour the sauce mixture over the anchovies. Add the ground black pepper.

Bring to a boil, then reduce heat and simmer for 10-15 minutes, stirring occasionally, until the sauce thickens slightly and coats the fish.
