Heat oil in a skillet over medium-high heat. Add pork belly and cook until browned and some fat is rendered.

Pour in fish sauce, sugar, and water. Stir well to combine.

Continue cooking, stirring constantly, until the sauce thickens and coats the pork, creating a caramelized glaze. This should take about 10-15 minutes.
