    Prepare the dipping sauce (mentsuyu): In a saucepan, combine kombu and water. Heat gently until just before boiling, then remove kombu. Add katsuobushi and bring to a simmer for 1 minute. Strain the broth. Return the broth to the saucepan, add soy sauce and mirin. Simmer for 5 minutes. Let cool.

    Cook the soba noodles according to package directions in plenty of boiling salted water. Be careful not to overcook.

    Drain the soba noodles thoroughly and rinse them under cold running water to remove excess starch and cool them down. Drain again.

    Arrange the chilled soba noodles on a bamboo zaru (tray) or a plate.

    Garnish with shredded nori seaweed. Serve immediately with the cooled mentsuyu dipping sauce, and optional garnishes like finely chopped green onions, wasabi, and grated daikon.
